NGOs now govt's partner in progress


India may have a vast network of grassroots institutions, thanks to the unfolding of the Panchayati Raj system, but the government has had to bank heavily on NGOs to carry forward its agenda among masses.

They become all the more important when one pictures the flip side: the government doctors still avoid postings at difficult geographical pockets and officials of all ranks lobby for getting out of non-urban localities.
